A day after the newly-amended Motor Vehicles Act came into effect on Sunday, a Delhi-based two-wheeler owner was fined a whopping Rs 23,000 in the NCR town of Gurugram. As per details available, the Haryana Traffic Police issued a challan of Rs 23,000 to one Dinesh Madan, a resident of Geeta Colony in East Delhi, for violation of multiple traffic rules. The challan was issued by the Traffic Police, West Zone, Haryana at Deep Plaza, located opposite District Court in Gurugram. Dinesh Madan, owner of the scooty, was fined for not carrying driving licence, registration certificate, third-party insurance, pollution certificate and driving (riding) without a helmet. The challan note stated: Driving without driving licence – Rs 5000 Driving without registration certificate – Rs 5000 Driving without third-party insurance – Rs 2000 Violating air pollution standards – Rs 10,000 Driving without helmet or turban – Rs 1000 Total fine – Rs 23000 The vehicle was impounded by the traffic police, the challan noted. On the first day of the amended MV Act coming into effect, the Delhi Police had issued a total of 3,900 challans. 45 of these were for drinking and driving while 557 were issued for dangerous driving. “We have issued 3,900 challans, including 45 for drink and drive, 557 for dangerous driving, 42 for over speeding, 207 for red light jump, 195 for seat belt, 28 for triple ridding and 336 for helmet,” NS Bundela, Joint Commissioner of Police (Traffic), said.
