ACB arrests former Chief Supervisor FCI for Rs 260 cr misappropriation

TheĀ Anti-Corruption Bureau (ACB) on Thursday arrested Rakesh Kumar Pargal, son of Late Kanshi Ram Pargal, resident of Ward No 13, House No 170, Hospital Road Udhampur, the then Chief Supervisor, FCI Godown Udhampur and former Incharge Vigilance Squad in Food Civil Supplies and Consumer Affairs for misappropriation of Rs 260 crore in CA&PD Udhampur. The arrest was made while proceeding further into investigation of FIR 01/2020 under Section 5(1), (c), (d), read with Section 5(2) J&K PC Act Svt 2006 and Sections 120-B, 420, 467, 468, 471 RPC at Police Station Anti-Corruption Bureau, for misappropriation of Rs 260 crore in CA&PD Udhampur on account of cost of wheat grains, transportation charges, labour charges, grinding charges drawn on basis of fictitious and false bills. The accused in connivance with other public servants, mill owners and transport Contractors abused his official position and thereby dishonestly and fraudulently conferred undue pecuniary advantage upon themselves and Mill owners, Transport Contractors and others. The accused Rakesh Pargal, who was Chief Supervisor of FCI Godown Udhampur at the time of commission of crime, was initially appointed as daily-wager in September 1984 in TSO office Chenani and remained posted in AD office Udhampur, Chief Supervisor FCS&CA Deptt and FCI Godown Udhampur. The official remained under suspension with effect from June 26, 2009 to September 19, 2012 and attached with Directorate Office Jammu for his involvement in FIR 06/2009 under Sections 109, 409, 468, 471 RPC read with Sections 5(1) (c), 5 (1) (D), 5(2) JK PC Act Svt 2006 at Police Station Anti-Corruption Bureau which is still under trial in the Court of Special Judge, Anti-Corruption Udhampur. After registration of formal case under Anti-Corruption Law and his suspension from Government service from June 26, 2009 to September 19, 2012, he was posted/ appointed in Enforcement and Vigilance squad in CAPD Department, which clearly shows his deep nexus with other accused officials and private persons.
