The J&K government has set-up a committee to examine demands of lecturers of school education department about removal of pay anomaly and restoration of non-vacation status of principals of higher secondary schools. The order to this effect was issued by commissioner secretary, school education department, Hirdesh Kumar, with directions to the panel committee to submit the report in one month. The 8-member committee will also examine the demand of Assured Career Progression (ACP) of 10+2 lecturers. “If the ACP is granted in favor of lecturers, it will open up various promotional benefits for them, and also remove stagnation in terms of enhancement of their grade,” said a lecturer. As of now, the candidates who join the department after qualifying Public Service Commission exams are not covered under the ACP, owing to which they remain stagnant at their initial posting forever. The committee has also been asked to examine the issues regarding streamlining of notional effect given to employees at the time of the confirmation of their promotion. It will also examine the demand of lecturers for restoration of 40 percent quota in Higher Education Department for 10+2 lecturers. “Earlier lecturers having qualified NET or SET or completed Ph D were eligible to get shifted to the higher education department, but the order was later revoked by the government. Now, we have demanded that the 40 percent reservation quota should be restored,” another lecturer said.
