Union Home Minister Amit Shah on Thursday welcomed the Union Cabinet’s decision to establish a bench of the High Court of Jammu and Kashmir and Ladakh in Ladakh, saying the move will significantly improve access to justice for people living in the remote and geographically challenging areas of the Union Territory.
In a message posted on X, Shah said the decision had been taken by the Union Cabinet under the leadership of Prime Minister Narendra Modi. He said the establishment of the High Court bench would reduce the time required for residents of Ladakh to access legal services and strengthen the delivery of justice closer to the people.
“The Union Cabinet, under the leadership of the PM Shri @narendramodi Ji, has decided to set up a bench of the High Court of Jammu and Kashmir in Ladakh. This will significantly enhance access to justice for citizens living in remote areas of Ladakh by reducing the time required to avail themselves of the legal services they are entitled to,” Shah said.
The proposed bench is expected to provide greater convenience to residents who otherwise may have to travel long distances to access judicial services. Ladakh’s difficult terrain, large geographical area and scattered population have often made access to essential services a challenge, particularly for people living in remote and far-flung areas.
The decision assumes significance as judicial access is an important component of ensuring that citizens can effectively exercise their constitutional and legal rights. Establishing a judicial bench within the Union Territory is expected to bring judicial services closer to residents and reduce the logistical difficulties associated with accessing the High Court.
Shah said the government remains fully committed to the all-round development of Ladakh. He also reiterated the government’s focus on ensuring constitutional safeguards for the Union Territory and its people.
The announcement comes as part of broader efforts to strengthen administrative and institutional infrastructure in Ladakh following its creation as a Union Territory in 2019. Since then, the Centre has focused on improving connectivity, infrastructure, public services and institutional mechanisms in the strategically important Himalayan region.
For residents, the High Court bench could provide greater accessibility to legal remedies and reduce the time and resources required for pursuing cases. The move is particularly relevant for people living in remote areas, where travel to distant judicial centres can involve significant expense and considerable time because of the region’s challenging geographical conditions.
The establishment of the bench is also expected to strengthen the institutional framework available to citizens in Ladakh. Easier access to judicial services can help improve legal awareness and enable residents to seek timely remedies in accordance with the law.
The Union Home Minister’s statement underlined that development in Ladakh is being viewed not only in terms of physical infrastructure but also through strengthening access to essential constitutional and public institutions.
The decision has therefore been described as an important step towards bringing the justice delivery system closer to the people of Ladakh. By reducing geographical barriers and travel requirements, the proposed High Court bench is expected to make legal services more accessible to citizens across the Union Territory.
The move is likely to be particularly beneficial for residents of remote and mountainous areas, where long-distance travel can be difficult because of weather conditions, terrain and limited transportation options.
The Centre has reiterated that its approach towards Ladakh will continue to focus on development, accessibility and constitutional safeguards.
