A one-day orientation and training workshop for revenue officers of the Jammu division was successfully conducted at the Revenue Training Institute Jammu under the guidance of Financial Commissioner (Revenue) and Additional Chief Secretary Shaleen Kabra. The program was designed to enhance the legal understanding and administrative capabilities of officers dealing with revenue matters in the region.
The workshop focused on interactive discussions covering recently introduced legal frameworks, including the Bharatiya Nagarik Suraksha Sanhita 2023, Bharatiya Nyaya Sanhita 2023, Bharatiya Sakshya Adhiniyam 2023, along with provisions of the Code of Civil Procedure 1908. The aim was to familiarize officers with the evolving legal landscape and ensure their readiness to handle legal and procedural challenges effectively.
In her inaugural address, Principal of the institute Sunaina Sharma Mehta welcomed the guest faculty Subash Gupta and emphasized the importance of continuous learning. She encouraged revenue officers to stay updated with amendments in criminal and revenue laws, highlighting that legal awareness is essential for efficient governance. She also urged participants to enroll on the iGOT Karmayogi platform and complete relevant courses as directed by higher authorities from time to time.
Mehta underlined the broader objective of capacity building, stating that the focus should shift from exercising authority to fulfilling duty, with a citizen-centric approach guiding every administrative action. She stressed that public service must be rooted in accountability and empathy, ensuring that governance remains accessible and responsive.
The workshop included an engaging panel discussion in its second session, where participants raised practical queries related to the implementation of the new legal provisions. The discussion covered real-life scenarios and procedural challenges faced by officers in the field. All queries were addressed comprehensively, helping participants gain clarity and confidence in applying the laws in their day-to-day responsibilities.
During the sessions, Subash Gupta delivered an insightful lecture, elaborating on key legal provisions and their practical implications in revenue administration. Drawing from his extensive judicial experience, he provided valuable perspectives on how officers can effectively interpret and implement laws while maintaining fairness and transparency. His session was particularly appreciated for bridging the gap between theoretical knowledge and practical application.
The workshop witnessed enthusiastic participation from tehsildars, naib tehsildars, and other revenue officials representing various districts of the Jammu division. Participants actively engaged in discussions, sharing their experiences and learning from each other’s perspectives.
The interactive nature of the program created a collaborative learning environment, enabling officers to better understand complex legal issues.
The initiative aimed at strengthening the capacity of revenue officers by equipping them with updated legal knowledge and practical skills. Such training programs are considered crucial for improving administrative efficiency and ensuring that officers are well-prepared to address legal and procedural challenges in their work.
