BDP Condemns Institutional Murder of ADGP Y. Puran Kumar, Demands Accountability from Haryana Govt

The Bahujan Dravida Party (BDP), led by its National President Sardar Jeevan Singh, has strongly condemned the death of Additional Director General of Police (ADGP) Y. Puran Kumar, a senior Dalit IPS officer of the Haryana cadre, calling it an “institutional murder.” Kumar died by suicide on 7 October 2025, and the BDP stated that his death was not a personal act of despair but the result of prolonged caste-based discrimination, administrative harassment, and psychological torment within the system.
According to the BDP, ADGP Puran Kumar’s tragic death exposes deep-rooted caste bias in India’s bureaucracy and law enforcement. His multi-page suicide note, along with the formal complaint filed by his wife, IAS officer Amneet P. Kumar, revealed years of humiliation, false cases, targeted inquiries, and systematic denial of dignity due to his caste identity. The party emphasized that this incident should not be seen in isolation, but as a symptom of institutional neglect and prejudice undermining constitutional principles of equality and justice.
Sardar Jeevan Singh accused the BJP governments at both the Centre and Haryana of moral and political failure. He stated that the state machinery has become a “Brahminical fortress,” suppressing Bahujan voices and punishing officers who uphold integrity and serve with courage. Singh criticized the Union government and Haryana Chief Minister Nayab Singh Saini for their silence, highlighting the hypocrisy of leaders who speak of “Sabka Saath, Sabka Vikas” while failing to protect Dalit officers within their own administration.
The BDP demanded immediate action against officers named in Puran Kumar’s suicide note, including DGP Shatrujeet Singh Kapur and Rohtak SP Narendra Bijarnia. The party called for their suspension, arrest, and registration of cases under the SC/ST (Prevention of Atrocities) Act and Section 306 IPC for abetment of suicide. It also urged the formation of a Supreme Court-monitored Special Investigation Team (SIT) to ensure an impartial and transparent investigation.
The party further demanded a nationwide review of caste-based discrimination in police and civil services and the enactment of legislation criminalizing institutional harassment. It called for the resignation of the Haryana DGP and accountability from the state’s Home Minister and Chief Minister.
The BDP described Puran Kumar’s death as a wake-up call for all oppressed communities and urged Scheduled Castes, Adivasis, OBCs, minorities, and other marginalized groups to unite for justice.

Sardar Jeevan Singh stated that the party would continue to fight for justice and systemic reform, ensuring that the dignity and rights of every Bahujan officer are protected. The BDP pledged sustained political and legal action to mobilize nationwide support until accountability and reforms are achieved.
