The Eighth O.B.C.ADHIKAR TIRANGA YATRA led by Sh. ,Working President of Udhampur District of O.B.C Adhikar Tiranga Yatra and Ashok Kumar ,President of Barber Association accompanied by Kasturi Lal Basotra Chairman Jammu & Kashmir O.B.C.Mahasabha along with Mohan Lal Pawar,Gen.Secretary,O.B.C Mahasabha , Sh.Faquir Chand Satia, President A.I.B.C.F, Sh.Kewal Fotra, General Secretary All J&K Sain Samaj,All J&K O.B.C.Welfare Forum ,Srinagar ,Abdul Qadir,GeneralSecretary, Dhobi Welfare Central Committee, Rehamdeen Malik,President Teeli community,Rakesh Kumar Verma,Viswkarma Sabha-Lohar Tarkhan Biradri,Balwant Katria,Vice-Chairman Vishwakarma Library New Plot and Bansi Lal Choudhary,Convener O.B.C Adhikar Tiranga Yatra started the 3rd day of four days yatra from 26.02.2024 to 29.04.2024 from Bhagat Sabha Reasi towards Zanana Park,Mohalla Muslim,and main Bazaars and Reasi Bus Stand and then moves towards VILLAGE KHERAL,POUNI BAZAR-VILLAGE DEVAK,PHAMBLA AND SUNDERBANI .The JK-UT OBC masses rejected Govt.Lollypop of 12% reservation in JK-UT Govt.Services and 10% in Panchayati Raj System and in Municipalities as at present the JK-UT O.B.C.Masses have 42% population keeping in view the 32% as per census-1931. So Caste census in the country is the main agenda of this yatra and there should be a separate column for O.B.C like Schedule caste and Scheduled Tribes. While speaking at Reasi Dr.Naresh Kumar Verma , Senior leader of OBC Samaj detailed that Further it was also detailed that the O.B.C students of Pre-Matric Classes,Post-Matric classes and students of higher studies are not getting the Scholarships since three years due to which most of students have been compelled to leave their studies due their poorness.
Further Sh. Kasturi Lal Basotra Chairman Jammu & Kashmir O.B.C.Mahasabha that in S.R.O:-126 of 1994 regarding the reservation rules the word “RURAL” was deleted by the Jammu & Kashmir Govt. vide S.R.O :-124 of 2000 in ANNEXURE-D ( The lists of “ Weak & Privileged Classes ( Other Social Castes) against the serial Number 4,8, and 9 namely of POOTERS( Kumhar),BARBERS and Washermen( Dhoobi).But now the OSC/OBC certificate issuing authorities ( Tehsildars) are not issuing the OBC certificates for central Govt.Services by saying that the word RURAL has not been omitted in central Lists for JK-UT OBC’s.Whereas the Urban masses of these OBC-castes were getting their OBC certificates for central Govt.services since the issuance of S.R.O:-124 of 2000 dt.26th April-2000. The harassment of OBC masses of these castes by the Tehsildars is giving a big loss especially to educated students. Implementation of 27% reservation for “OTHER BACKWARD CLASSES (OBC’s) in JK-UT Govt.services as per Hon’ble Supreme court judgment dt.16.11.1992 on Mandal Commission Report-1978.The OBC Masses residing in Jammu & Kashmir having 32% population as per census-1931 are facing Backward Classes commissions and committees since 1956 to till date headed by Non-OBC Chairman’s and without any OBC Members which is the main cause of discrimination with JK-UT OBC’s.
The Present Socially & Educationally Commission is headed by Justice( Retd) G.D.Sharma and has no member of OBC’s in it.
The OBC masses welcomed this Tiranga yatra in Udhampur and at Katra and accompanied the yatra were Som Raj, Al Haj Abdul Latif, Abdul Hamid, Madan Lal, Mohd. Younis, Mohd. Mushtaq, Mohd. Salim, Showkat Ali and Ali Shabir Ahmed.
