District Development Commissioner (DDC) Doda, who is also District Panchayat Election officer, chaired a meeting in the conference hall of DC office complex, to review preparedness for the Summary revision of the Panchayat electoral roll, with January 1, 2024 as the qualifying date. The DDC directed the Block Development Officers (AEROs) to actively enroll voters during this revision and ensure the presence of the Assured minimum facility (AMF) at each polling station.
The Jammu and Kashmir State Election Commission, as the Election Authority, has issued comprehensive directions for the annual revision of the Panchayat Electoral Rolls. This process is in accordance with Section 38 of the J&K Panchayati Raj Act, 1989, and Rule 4 of J&K Panchayati Raj Rules, 1996. The revision will be effective as of January 1, 2024, and will involve four Special Camps organized at all polling station locations on specific dates. The Special Camps scheduled for January 27-28, 2024, and February 3-4, 2024, aim to facilitate the revision process. During these camps, Panchayat Election Booth Officials (PEBOs) will be present at respective polling stations, equipped with necessary forms to guide electors and receive claims or objections. Assembly Booth Level Officers (BLOs) will also assist PEBOs during these special camps.
The Block Development Officers (AEROS) will play a crucial role in collecting details of claims and objections received during the Special Camps, following a prescribed format. This information will then be submitted to the Electoral Registration Officer (ERO), who, in turn, will submit it to the District Panchayat Election Officer (DDC). A consolidated report of the district will be submitted to the State Election Commission for appraisal on the day following the special camp. The schedule of the revision process includes the publication of the integrated draft Electoral Roll on January 15, 2024, followed by a period for filing claims and objections until February 5, 2024.
The disposal of claims and objections by the ERO is expected to be completed by February 16, 2024, with the final publication of the Electoral Roll slated for February 26, 2024.
This announcement signifies the commitment of the J&K State Election Commission to maintain an accurate and up-to-date electoral roll, ensuring a fair and transparent electoral process for the Panchayat elections in 2024.
