The Central Bureau of Investigation (CBI) filed a charge sheet against Kanta Andotra, wife of former minister Lal Singh, and the then Madhin Tehsildar in a case of illegal occupation of land. Kanta Andotra is the head of RB Educational Trust. The CBI had raided 10 locations located in Jammu and Kathua in this case in September 2020. In this, many documents of movable and immovable property were recovered. The CBI had earlier registered a preliminary inquiry on encroachment on government and forest land in June. CBI spokesperson RC Joshi said that the action was in connivance of revenue and forest officials.

During the investigation, the then President of the said educational trust allegedly conspired with the then Patwari. As a result, the beneficiary trust is in possession of large tracts of land in gross violation of the JK Agricultural Reforms Act limits.

In connivance with the government staff, the trust converted more than 100 kanals of land in the name of the trust by showing the pasture land as a garden. According to the Agrarian Reforms Act, no one can hold more than 100 standard kanals of land. The officials gave 32 Kanal more land to the trust associated with the high profile family. Not only this, the maximum limit was crossed by wrongly calculating the land of 316 Kanal 17 Marla.
