JKRCEA cautions LG on misguidance by ‘Babus’

The members of Jammu Kashmir Reserved Categories Empowerment Alliance (JKRCEA) extended gratitude to the Lt Governor GC Murmu for giving a statement in the media regarding Constitutional rights of SC/ST/OBCs especially issue of Reservations for them but cautioned him against the misguidance by some bureaucrats. Addressing joint press conference here, JKRCEA members cautioned LG with regard to misguiding and negative stand of some bureaucrats of J&K when the question of constitutional rights of SC/ST/OBCs comes for discussion. They said that few KAS batch officers in connivance with some people in Law Department misguided past and present government in the matter of reservation in promotions for SC/STs. They further said that all the constitutional rights of SCs/STs were being targeted even during President’s Rule in J&K. They requested Lt Governor to direct bureaucracy to be people and constitution friendly and do not display dictatorial and misguiding traits. Now, they are probably misguiding the higher ups that new Reservation Policy for SC/ST needs to be drafted, that in fact shall be a sharp betrayal to SC/STs, as reservation in education and employments including reservation in promotions is already in vogue in view of protection of J&K Reservation Act of 2004. They said their organization welcomes the constitution of three member committee to submit report on issue of reservation in promotions which is being headed by an upright & positive commissioner. Prof GL Thapa said that a KAS lobby of both upper caste Muslims & Hindus remained untamed even during President’s Rule and they misguided Chief Secretary regarding matters of Constitutional Rights of SC/ST/OBCs, this resulted in Chief Secretary not giving time of meeting to JKRCEA since last more than one year. Sham Lal Bassan said that they have recently met Commissioner/ Secy SWD and appraised him of the misguiding attitude of these untamed officers and brought into his notice the real picture in the matter of reservation in promotions. He further expressed his anguish over a group of people sitting in personal section of LG office who are not allowing delegation of JKRCEA to meet LG. Mohinder Bhagat, Kali Dass, ML Banalia, Pawan Bhagat, Girdhari Lal Rahi, Chaman Lal Banal, Kesar Singh and others were also present.
