The Ministry of Home Affairs, on Tuesday, i.e., 26 Dec. 2023, notified to enforce the provisions of the J&K Reservation (Amendment) Act 2023. It was legislation aimed at providing rights to those who faced injustice.
Adv. Suresh Dogra, General Secretary of JKPCC and former Chairman of the OBC Department, JKPCC, expressed disappointment on the passing of the Reservation Act 2023 for J&K.
He stated, “The OBCs of J&K were again deceived by the dictatorial Government led by Modi. It is unfortunate that the long-pending demands of the OBCs of J&K were finally met with zero results.”
After the abrogation of Article 370 & 35A, the poor people of OBCs in J&K expected the implementation of the Mandal Commission report with all its recommendations, guaranteeing 27% reservation for the underprivileged class of OBCs. However, the Amendment Act 2023 disappointed this poor section.
Adv. Suresh Dogra further added that while the inclusion of more castes in the new Amendment Reservation Act is welcomed, it cannot be denied that “Ek Anar, sou Bimar” – despite aiming for fair justice, the BJP government played a dirty game, subjecting this innocent class of OBCs to injustice.
Advocate Dogra emphasized that the fight for the rights of the other backward classes in Jammu and Kashmir will not end and will continue. The population of this underprivileged class, with the addition of 15 more castes, has now exceeded 65%. However, no political reservation in the Assembly, as well as in the Parliament, has been provided to them, aiming to render them powerless.
He argued that the nomenclature of OBCs is not sufficient, and the SEBC commission headed by Retd. Justice GD Sharma did not deliver justice to those who have been facing injustice for a long time.
