CCI delegation calls on Comm Secy Industries and Commerce

A Delegation of Chamber of Commerce & Industry led by its President Arun Gupta called on the Commissioner /Secretary Industries and Commerce Department Sh. Vikramjeet Singh, IPS and apprised him about the difficulties being faced by our Industrial units.
While interacting with the Commissioner Secre-tary Industries and Commerce Sh. Arun Gupta said that the J&K UT is at the dead end of the country and is effected by militancy and cross border terrorism due to which our industry has to bear high input cost and high cost of production.
To provide a level play field the J&K UT government as well as central government has provided certain incentives for sustenance and survival of existing industry as well as to bring in fresh investment from outside the UT, but some hurdles are being faced which needs to be removed at the earliest. We request that steps should be taken to remove the hurdles to provide hand holding and healing touch for the industry.
Further he demanded the extension in the validity period of provisional registration benefit to the units holders who could not commence the production within stipulated time due to non availability of road connectivity, electricity supply and water supply due to which they are unable to get the financial help from the banks and other financial institutions.
Further Arun Gupta apprised the Commissioner Secretary Industries and Commerce that the government has announced a turnover incentives for the existing Industries for their survival and become viable but till date no turnover incentives has been given to any Industrial unit. We request that this incentives for the year 2021-22 and 2022-23 be released for the industries at the earliest.
Arun Gupta further briefed the Commissioner Secretary that Sometimes due to some unavoidable circumstances some Industrial Units are not able to file their SGST refund claims in time to avail the incentives provided by the Industries/ finance department. Due to non-filing of SGST refund claims in time by some industrial units, they are debarred from taking the benefit of SGST refund.
We request that additional suitable time be granted to such units for filing their SGST refund claims.
Gross GST reimbursement incentive be provided to the existing Industries under substantial expansion program for their survival and become viable.
Since the commercial notified rates are too high, there is urgent need to introduce separate market value/stamp duty rates for Industrial Category.
We request to include a separate clause of Land value / Stamp duty rates in respect of land which is to be registered for Industrial Units
There should be no negative list for the Industrial products being manufactured by the registered industrial units for their survival and become viable.
The Govt. should formulate a scheme allowing ownership rights of lease hold industrial land to local sons of the soil’ entrepreneurs after a period of more than 25 years of the first/original allotment of land after charging a nominal amount as conversion fee.
Arun Gupta further said that while developing the land for industries 50% land should be kept reserved for Micro Industries.
Arun Gupta further demanded that for the survival of local Micro and small Industrial units price/purchase preference should be given to these units, besides Reimbursement of road freight incentives for inward and outward supply for raw material and finished products across India.
While reacting to the issues raised in today’s meeting Sh. Vikramjeet Singh said that the turnover incentives shall be provided to the existing unit holders as per the policy of the government.
Regarding the issue of not filing the SGST refund claims he said that we will look into the issues and sort out the matter.
He also said that while developing the land for Industries department will see that new Micro and Small Industrial Units will get their due share.
