The recent incident of cloudburst in Seri Bagnan village of Ramban district, Jammu, underscores the urgent need for a comprehensive review and strategic planning for disaster-prone areas. The devastation caused is not just a matter of environmental concern but a grave humanitarian issue that demands immediate attention. This is not the first time such a tragedy has struck the region. Nearly a year ago, a similar land subsidence in Pernote village, formerly part of Doda district, led to the destruction of several houses. A joint team from the Indian Geological Survey and IIT was deployed to investigate the causes of the subsidence. The recent incident in Seri Bagnan occurred under different circumstances, but the region once again witnessed similar land collapses. Although rescue operations are underway post-cloudburst and hailstorm damage, and efforts are ongoing to remove debris up to Banihal via Rajmahal, such events cannot be taken lightly. Authorities must not dismiss these occurrences as isolated incidents. It is imperative to determine whether such disasters are the result of environmental disturbances or violations of construction norms and guidelines. If any negligence or regulatory breaches are found, strict action must follow. It has been observed that this section of the Jammu-Srinagar National Highway is one of the most vulnerable zones in the region. The frequent natural calamities have left the local populace in a constant state of fear. Over the past few years, the region has witnessed repeated destruction, and each incident further exposes the fragility of the area’s ecology and infrastructure. The government must formulate a broad and sustainable strategy in consultation with experts to safeguard the lives and properties of people living in these sensitive zones. A detailed assessment of geographical vulnerabilities, coupled with disaster-resilient planning, should be prioritized. Ignoring such warnings or responding reactively could lead to even greater tragedies in the future. To ensure long-term stability and safety in the region, development projects must be strictly aligned with environmental and geological guidelines. It is time for the authorities to shift from reactive relief operations to proactive prevention measures. Comprehensive research, planning, and community preparedness can significantly reduce the impact of such disasters. The people of Ramban and surrounding areas deserve to live without the constant threat of devastation looming over them. A decisive shift towards sustainable development, with due consideration to expert advice and local insights, is the need of the hour.
