Good News For THESE Employees of Jammu Kashmir

The Jammu and Kashmir Government has accorded approval for the regularisation of the services of 12, 000 permanent daily labourers (PDL) and temporary daily labourers (TDL) working for Corporations of Power Development Department (PDD), officials said.

The government officials confirmed that the Department of Law, Justice and parliamentary affairs has vetted the Jammu and Kashmir Power Development Department (Subordinate) Service recruitment rules 1981 read with S.O 109 dated 20-03-2020.

The officials said that the services of work charged PDL/TDL used to be regularized against the posts of Class-IV in Power Development Department as per the provisions provided in the Jammu and Kashmir Power Development Department (Subordinate) Service Recruitment Rules, 1981. However, consequent upon complete ban on engagement of CSLWs and adoption of method of recruitment vide SRO – 404 of 2018, the fate of work charged employees of Power Development Department also stuck in doldrums, despite the fact that the government in 2012 had approved regularization of PDL/TDL against the vacancies in the department as provided in the recruitment rules.

According to the officials the corporation has been asked to draft the rules in pursuance to the applicable provisions of Jammu and Kashmir Power Development department (reorganization) first transfer scheme notified vide S.O No 109 dated 20 March 2020.

“The draft rules should be uniform for both the corporations viz Kashmir Power distribution Corporation Limited and Jammu Power distribution corporation Limited so as to avoid any future legal difficulty”, said the officials.

Sachin Tickoo, Convener Jammu and Kashmir Power Employees and Engineers coordination committee while speaking to the Rising Kashmir termed the move as a much awaited one for those employees who have been in the department from around more than two decades waiting for their regularization.

“It is a welcome move by the government and much awaited one, while this move will pave smooth regularization of the employees in the future,” Tickoo added.

The government officials further added that the Power Development Department has taken various welfare majors to mitigate the problems of work force in the department which include insurance coverage, delegation of more powers and in line with the objective of mitigating the genuine grievances of the employees, the draft rules of the Corporations to regularized the services as promised under first transfer scheme 2020, Lt. Governor, Union Territory of Jammu and Kashmir approved the recruitment rules for timely regularization of these employees.

“With the approval of these rules the main demand of the Power Development Department employees, stands fulfilled and will positively effect regularization/ future progression of around 12000 employees,” the officials added.

Meanwhile Waseem Ahmad Jan, General Secretary Electrical Employees Union J&K also welcomed the move taken by the government.
